
Several years ago, the Casa de Oro Corridor was a place of pride, community events and positive memories for its residents. Over time, it became run down as people favored other local shopping and dining hubs, and suffered a general decline. Local residents and property owners decided to take matters into their own hands and reclaim their community, with the help of focused organizations and law enforcement. Thus, the Casa de Oro Alliance was born. The Specific Plan addresses many of these concerns with the intention of bringing life back into the community through the support of local businesses, community events, culture and the arts, as well as zoning changes which have a positive influence on area appearance, safety, and all forms of traffic. A positive, nostalgic memory from “30 years ago” can often be heard by long-time residents of the area, and the Alliance is working to ensure that with the gradual implementation of community-based guidelines, that 30 years from now…that same sense of community, feelings of safety, and neighborhood pride will have been restored. We understand that it will not be an overnight or necessarily easy process, but it is our hope that the personal sacrifices and focused efforts will improve our community.
The Casa de Oro Revitalization Specific Plan is now in public review. The County compiled a list of comments made by the community, and released a comment summary matrix. The revised plan was made available April 5th, 2022, when the Valle de Oro Community Planning Group voted to approve the Plan (agenda here). The next step for the Plan’s approval is that it moves to the Planning Commission (date to be announced). The San Diego County’s Campo Road Corridor Revitalization Specific Plan (Draft) can be found here, and the Pre-Final Draft (published and approved by the VDOCPG 4/5/22) is available here which was later updated and published 4/6/22 (available here).
We encourage everyone to review the comments from the matrix, referring to any prior input you may have provided, and see if changes were made to your satisfaction. If you need to follow up with this, you can still participate in upcoming meetings. We acknowledge that the plan is not perfect. We continue to work with County staff to integrate valuable community feedback to make improvements to the plan, and we welcome your support through this process.
If you’re new to learning about the Specific Plan for Casa de Oro and you want to contribute, there’s still time to comment. You are welcome to share your thoughts by emailing us at casadeoroalliance@gmail.com. You can also submit comments by attending the Planning Commission (Summer 2022) and Board of Supervisor meetings (end of 2022). It’s still possible to get involved and we encourage you to do so: comments can be made until the public hearing is closed at the Board of Supervisors’ meeting. Comments must be submitted in writing prior to a meeting to have them recorded, or you can appear in person to speak at the planning commission meeting. The Casa de Oro Alliance continues to provide input and comment to County officials for and on behalf of stakeholders until the Plan is completed and submitted for a vote.
